Can I build a granny flat or studio on a Shell Cove lot?

Often yes, but find out which precinct the lot is in first. The council's design guidelines for Precincts F and G list secondary dwellings and detached studios among the housing types allowed, and they set maximum footprints for studios above garages. Other precincts have their own guidelines, so the one for your lot is read before the state rules.

The state rule is the other check. A secondary dwelling can only be approved as complying development on a lot of at least 450 square metres, and narrow estate lots may not reach that. Where they do not, a studio above the garage may fit the lot better than a separate building in the yard.

The guidelines for Precincts F and G also include zero lot line dwellings, where the house sits against one side boundary. On those lots the side that is open decides where a second dwelling or an extension can go, so we look at the lot plan before we look at the house.

Extensions in Shell Cove are mostly about using a small lot well: a second living area, an extra bedroom, or an upper level over the garage. The choice between building out and building up is made by the lot plan, because estate setbacks leave little room at the rear.

The estate guidelines come before the design. The council publishes them precinct by precinct, and an extension that changes the front of the house or the garage is more likely to meet them if they are read at the start than if they are found at lodgement.

The estate sits next to the harbour and the sea, so external fixings, flashings and window hardware are chosen for salt air. That is a small cost at design stage and a large one to correct later.
