Do I need a development application to extend a heritage house in Bowral?

Usually yes. Complying development, the faster certifier-approved path, generally cannot be used on land in a heritage conservation area or on a heritage item, with some exceptions set out in the Housing Code. An extension on that land normally goes through a development application with council.

Wingecarribee Shire has more than 400 heritage items and 17 heritage conservation areas, listed in Schedule 5 of the Wingecarribee Local Environmental Plan 2010 and mapped on the NSW Planning Portal Spatial Viewer. We check the address on that map before we draw anything, so you know which path you are on before you pay for plans.

On a development application, the council looks closely at how the change reads from the street. Rooflines, cladding, window proportions and the setback from the front boundary all get attention, and a rear extension that cannot be seen from the road is an easier conversation than one that changes the front.
