Builder in Moss Vale

Moss Vale is in Wingecarribee Shire, about an hour from our Unanderra base. The town and the acreage around it give more room to build than most Illawarra blocks, and many of those properties are not connected to town sewerage.

A Wollongong-based builder for Moss Vale

Larger sites around Moss Vale leave space for a granny flat, a wing added to the house or a full renovation, and the sewage system on an unsewered property is often the first thing we ask about. Wingecarribee Shire Council requires approval to install a new system and a current Approval to Operate for every system.

Does a granny flat on an unsewered Moss Vale property need a new septic system?

It depends on what the existing system can handle. A granny flat adds a kitchen, a bathroom and a household to a system that was sized for the main house, so the first question is whether that system has the capacity for a second dwelling.

Wingecarribee Shire Council's on-site sewage management page says installing a new system needs a Section 68 approval under the Local Government Act 1993, lodged through the NSW Planning Portal. It also says every system needs a current Approval to Operate, which council grants for one, three or five years after a satisfactory inspection. We raise this at the first site visit, because it can decide where the flat goes on the block.

How we build granny flats

How big can a granny flat on acreage near Moss Vale be?

On land in a rural zone, clause 5.5 of Wingecarribee Local Environmental Plan 2010 limits a secondary dwelling to the greater of 60 square metres or 33 per cent of the principal dwelling's floor area, excluding parking. It also requires the granny flat to be no more than 50 metres from the main house.

That distance rule matters on a big property, because the best spot for the flat is often a long way from the house. On large lot residential land the 50 metre rule does not apply, but the same floor area limit does under clause 5.4. We confirm the zone first, since it decides which clause governs the design.

Can you extend or renovate a house on a large block near Moss Vale?

Yes. A large block usually has space to build out at ground level, so a new wing, a second living area or an extra bedroom does not have to go up. We look at the position of the house, the fall of the land and the access for trucks and materials before settling on a layout.

On an unsewered property an extra bedroom can change what the sewage system has to handle, so we check the system alongside the plans. The same heritage lookup we do across the shire applies here too, because a house that is a heritage item changes the approval path.
